Job Title: JESCR Development Project Manager
Contract Duration: Initial 6 months (1 April – 30 September 2026), with potential extension to March 2027
Role Purpose
The JESCR Development Project Manager will lead the enhancement of the Joint Emergency Service Control Room (JESCR), transitioning it from core call-handling and dispatch capability to a fully integrated, multi-agency command and control environment. The role will drive operational improvement, infrastructure development, and capability expansion across emergency service coordination.
Key Responsibilities
Project Leadership & Delivery
- Develop and implement a comprehensive project delivery plan, including timelines, milestones, and governance structures.
- Maintain core project documentation including Gantt charts, risk registers, and version control systems.
- Ensure delivery aligns with recognised project management standards (e.g. APM, College of Policing).
- Provide regular reporting (weekly, quarterly, end-of-project) to key stakeholders.
Operational Development
- Design and implement JESCR performance frameworks, including KPIs and continuous improvement plans.
- Embed best practice in command and control, including C4 principles (Control, Communication, Coordination).
- Strengthen JESCR contribution to daily management meetings, major incidents, and multi-agency responses.
Infrastructure & Capability Enhancement
- Lead the relocation of JESCR to new, fit-for-purpose facilities.
- Design and deliver a fully functional “Silver Room” aligned to national command structures.
- Oversee implementation of new capabilities including:
- CCTV systems
- Electronic monitoring
- JMSC (maritime surveillance) integration
Training, Mentoring & Workforce Development
- Design and deliver structured training programmes for JESCR personnel (inspectors, supervisors, recruits).
- Establish mentoring frameworks to support leadership development within the control room.
- Support recruitment and development of the full JESCR staffing model.
Partnership & Multi-Agency Working
- Facilitate effective operation of the Tactical Multi-Agency Group.
- Strengthen interoperability through JESIP principles and Multi-Agency Gold Incident Command standards.
- Engage with government, law enforcement, and external partners to maximise JESCR effectiveness.
Performance, Governance & Continuous Improvement
- Maintain and review project risk register and governance processes.
- Ensure compliance with THRIVE principles in threat and risk assessment.
- Embed gender equality and social inclusion (GESI) considerations throughout delivery.
- Capture and disseminate organisational learning and best practice.
Communications & Stakeholder Engagement
- Build strong relationships with senior stakeholders including police leadership, government, and international partners.
- Support strategic communications and media engagement relating to JESCR developments.
Person Specification
Essential Experience
- Senior policing experience at Superintendent level (or equivalent).
- Proven experience managing or leading a force control room, emergency service control centre, or command and control environment.
- Demonstrable experience in major incident management and multi-agency coordination.
- Strong track record of delivering complex operational or organisational change projects.
- Experience implementing performance frameworks and driving operational improvement.
Essential Knowledge & Skills
- In-depth understanding of:
- Command and control structures (Gold/Silver/Bronze)
- JESIP principles and interoperability
- THRIVE risk assessment model
- Strong project management capability (APM, PRINCE2 or equivalent experience).
- Ability to design and deliver training, mentoring, and capability development programmes.
- Excellent stakeholder management and influencing skills at senior level.
- Experience of governance, reporting, and risk management frameworks.
Desirable Experience
- Experience working in overseas or developing policing environments.
- Exposure to CCTV systems, electronic monitoring, or integrated surveillance technologies.
- Experience supporting control room transformation or infrastructure relocation projects.
