The Partner Agency Consort Officer will act as a central point of expertise and liaison between Merseyside Police and partner agencies. The post holder will support the mutual exchange of information and ensure accurate recording of data to prevent crime and disorder, assist in the detection of crime, support effective risk management, and reduce the threat to life and property.

Please note: Staff currently in the internal redeployment pool will be considered in the first instance. The role may be withdrawn without notice.

Job Purpose

The Partner Agency Consort Officer will act as a central point of expertise and liaison between Merseyside Police and partner agencies. The post holder will support the mutual exchange of information and ensure accurate recording of data to prevent crime and disorder, assist in the detection of crime, support effective risk management, and reduce the threat to life and property.

Knowledge and Experience Required

The successful candidate must demonstrate:

  • Comprehensive, up‑to‑date knowledge of key legislation relevant to information sharing and partner agency working, including but not limited to:
    • Data Protection Act 1998
    • Human Rights Act 2000
    • Rehabilitation of Offenders Act 1974
    • Crime and Disorder Act 1998
    • Housing Act 1998
    • Anti‑Social Behaviour, Crime and Policing Act 2014
    • Mental Health Act 2007
  • The ability to undertake and pass Data Protection training every two years, and prior training in the lawful handling of information.
  • Experience of working collaboratively with partner agencies to achieve shared objectives, including attending meetings and delivering training where required.
  • Experience in conducting investigative research to support evidence gathering, and confidence in attending court to provide evidence.
  • A strong understanding of risk and threat assessment processes (e.g., VPRF, threat levels, DANs, ASB risk assessments) and Information Sharing Agreements.
  • Excellent communication and interpersonal skills, with the ability to explain legislation, provide advice and guidance, and support colleagues at all levels.
  • The ability to balance information disclosure decisions against Threat, Harm and Risk to life versus the right to privacy.
  • Working knowledge of relevant Force systems, including Niche RMS, PNC, CORVUS, Compact Misper, WebSTORM, QAS National Persons Search, PINS, and Microsoft Office (Word and Excel).
  • Strong analytical skills, with the ability to research, interpret and summarise complex information, draw conclusions, and present recommendations clearly to diverse audiences.
  • The ability to work independently and as part of a team, using initiative to interpret legislation and apply guidance consistently.
  • Strong organisational skills, with the ability to prioritise workloads and meet deadlines.

Eligibility Requirements
