Join Police Digital Service as the National Capabilities Reform Workstream Lead. The Home Office’s Public Safety Group’s (PSG’s) mission is to keep citizens safe, cut crime, protect the vulnerable and reform police, fire and rescue services to improve their efficiency and effectiveness. This is an exciting opportunity to lead an established team in a high profile and fast paced programme. We are looking for a senior police lead who is keen to make a positive impact and support the development of a high-performing team.

The National Capability Reform (NCR) workstream will optimise, stabilise, and where appropriate establish capabilities for National IT, Commercial, Aviation and Forensics before they are transitioned into the National Police Service (within scope of NPS Enabling Services project).

The expectation is for the workstream lead to oversee a mixed team of police secondees, civil servants and contingent labour / managed service in readiness for transition and associated business change, ensuring there is collaboration across the sector throughout the delivery.

Key Responsibilities

  • Project Delivery – Ensure project delivery is maintained, oversee the identification of new initiatives, design necessary interventions/end to end processes, provide advice to the leadership team, oversee the monitoring of project progress and tracking of interdependencies.
  • Portfolio Management – Oversee workstream capabilities, support business case production and benefits realisation; ensure monitoring of workstream risk and enable the development of plans to mitigate these; engage with the programme assurance process and drive delivery against actions including the development of business cases.
  • Leadership – Maintain the shared vision for the team and support others within the programme; support the recruitment and development of the wider workstream team; provide support and coaching for the wider team and show a commitment to personal development.
  • Stakeholder engagement – Lead engagement with system leads, including driving forward difficult negotiations, supporting conflict resolution, and delivering difficult messaging. Maintaining and developing existing relationships across the sector to ensure buy in.

What you need to succeed in the role

Essential:

The candidate must have, or show potential for:

  • Experience of senior leadership across the policing environment with an operational understanding of roles and responsibilities to support delivery of the National Police Service.
  • Experience of requirements management, scheduling, budgeting & cost management, risk & issue management, quality management, governance, stakeholder engagement and change control
  • Experience of navigating and operating within a complex multi-organisation environment
  • Experience of visible leadership, credible action, working with ambiguity, collaboration, influencing, conflict resolution, inspiring others, resilience

Desirable:

One of the following would be desirable, however the unit will support the successful candidate in further development if required.

  • Public safety and or law enforcement experience
  • Experience of federated decision making
  • PRINCE2 Practitioner
  • Programme management
  • Agile
  • Management of Portfolios certification

Working Arrangements

This is a remote role with some regular travel required to the NPCC office in London. Please see the attached candidate pack for more details on the role.

All applicants must be eligible to undergo NPPV3 (Non Police Personnel Vetting Level 3) and SC vetting clearances. Successful applicants will require NPPV3 clearance to have been cleared before starting with PDS.
