About the Role Investigations Command is the core crime fighting capability of the NCA. We take an intelligence-led approach and concentrate on tackling the criminals and risks to the public which are beyond the capability or capacity of other law enforcement bodies. Our work is largely focused on investigating Organised Immigration Crime, Human Trafficking, Child Sexual Exploitation and Abuse, Economic Crime, Firearms, Drugs, Kidnap and Extortion and Money Laundering. The Investigations Command provides a flexible, shared operational capability, designed to maximise the impact of the UK's collective resources against serious and organised crime. Our teams respond to a broad range of threats, many of which also remain a responsibility for police forces and other agencies as well as private industry.
Information about the Business Area
This DD area comprises the Complex Financial Crime Team (CFCT), Asset Denial teams, the Combatting Kleptocracy Cell (CKC), International Corruption Unit (ICU), Hardened Secure Communications (HSC) and the devolved administrations of Scotland and Northern Ireland.
The Financial Investigations Manager for the Civil Recovery & Tax team (CRT) is responsible for delivering asset recovery against high impact economic crime through managing and leading a team of Financial Investigators responsible for developing and progressing complex investigations on development and tasked CRT financial investigations under Part 5 Proceeds of Crime Act (POCA) 2002.
You will lead and manage a team of financial investigators, acting as senor investigating officer and supporting progression of operations from tasking through to recovery to erode the profit motive thereby undermining a key incentive associated with the highest risk and serious and organised crime.
Your varied duties mean that every day will bring a new challenge. With activities often of a time-critical nature, you must be able to multi-task and prioritise whilst supporting your team and developing their talents.
The role utilises a wide range of knowledge and experience around legislation, good practice and shared learning delivered in a timely fashion.
Part-time minimum: 35 hours
| Lead a Team | Manage and lead a team of Financial Investigators responsible for developing and progressing complex investigations on development and tasked CRT financial investigations. |
| Provide Direction | Provide strategic, operational and tactical financial direction and advice to Investigations Teams and Financial Investigators. |
| Authorising Officer | To act as Authorising Officer, applying specialist knowledge in respect of POCA 2002; |
| Asset Recovery | To deliver asset recovery against high impact economic crime through the use of asset recovery tools and legislation. Along with providing advice and guidance to seniors, operational teams and partners on the options available to identify, freeze and seize illicit wealth. |
| Relationship Management | Develop and maintain good working relationships with both internal and external partners including other law enforcement agencies |
| Manage Change | Manage change activity and communicate proposed changes with staff and stakeholders; |
| Monitor and Manage Operational Performance | Set and monitor operational performance and ensure that all operations and projects align with strategic objectives, comply with relevant control strategies and oversee the update of risk registers. |
| Provide Operational Support | Provide operational support, advice and guidance to police throughout the UK into investigations of serious crime |
| Manage and Develop Protocols | Ensure local/national strategy, policy, legislative frameworks and operational priorities are developed and promoted amongst National Police Chiefs’ Council (NPCC) Law Enforcement partners and government departments. |

New entrants to the NCA receive 26 days annual leave, rising to 31 on completion of 5 years continuous service, plus 8 bank holidays.
If qualifying criteria is met new joiners from UK Police Forces or the UK Intelligence Community (UKIC) will have service with those employers taken into account for continuous service purposes for annual leave entitlement only, this will be up to a maximum of 31 days leave (including 1 privilege day).

Longlist
In the event of a high number of applications, we may operate a longlist. Applicants will need to meet the minimum pass mark for the lead criteria.
– Recent experience of conducting criminal, civil or regulatory investigations on complex economic and financial cases (lead technical) .
Candidates who do not meet the minimum pass mark for the lead criteria will not progress to having their other criteria assessed. Applications must meet the minimum criteria to be progressed to the assessment stage.
