The Financial Investigation Analyst is part of Cayman Islands Bureau of Financial Investigations (CIBFI) team of specialist roles charged with proactively developing financial intelligence from a wide range of sources, for the purpose of initiating complex cross-border economic crime investigations, with a view to achieving either a criminal justice or non-conviction based asset forfeiture outcome.

Applications are invited for the following civilian post:

Financial Investigation Analyst

Salary range: CI$60,060 – CI$78,516 per annum

The Financial Investigation Analyst is part of Cayman Islands Bureau of Financial Investigations (CIBFI) team of specialist roles charged with proactively developing financial intelligence from a wide range of sources, for the purpose of initiating complex cross-border economic crime investigations, with a view to achieving either a criminal justice or non-conviction based asset forfeiture outcome.

Principal responsibilities will include, but not be limited to:

  1. Assess and analyse financial intelligence from domestic and international sources to identify risks, threats, and investigative opportunities;
  2. Conduct research and produce intelligence assessments to support decisions on initiating investigations and disseminating intelligence;

III. Provide analytical support to complex financial crime investigations, including money laundering, cross-border networks, and criminal asset tracing;

  1. Produce high-quality intelligence reports, charts, and packages to evidential standards using advanced analytical tools;
  2. Prepare and present intelligence briefings to senior management, law enforcement partners, and multi-agency forums;
  3. Maintain professional knowledge of emerging financial crime trends and contribute to national risk assessments and continuous improvement activities.

Qualifications, Skills & Experience:

The post holder must possess:

  1. A degree-level qualification in finance, forensic accounting, criminology, or a related field, and/or membership of a recognised international financial crime or intelligence analyst association;
  1. A minimum of four (4) years’ experience in financial intelligence, fraud risk management, forensicaccounting, or financial investigations within a law enforcement or regulatory environment

III. Strong knowledge of Anti-Money Laundering (AML), Counter-Terrorism Financing (CTF) legislation and the Financial Action Task Force (FATF) Recommendations.

In addition, the post holder will be required to demonstrate:

  1. The ability to proactively research, analyse, and develop intelligence from domestic and international sources, both sensitive and non-sensitive.;
  2. Sound understanding of relevant laws, regulations, precedents, and law enforcement codes applicable to financial investigations;

III. Strong communication skills, including the ability to present complex financial intelligence clearly to technical and non-technical audiences.;

  1. High standards of integrity and professionalism in the handling of confidential and sensitive information;
  2. Awareness of the operations of the Cayman Islands Government, its personnel, processes and systems; and
  3. Experience using Microsoft Office applications, including Outlook, Word, Excel and Power Point as well as IBM i2 Analyst Notebook packages.
