No evidence using Pava spray on children in custody reduces harm, court told
There is no evidence to suggest that using incapacitating spray on children will reduce levels of harm and violence in custody, and “clear evidence” that it will be disproportionately used on children from racial or religious minorities, the High Court has been told.
