The Police Federation of England and Wales (PFEW)'s national chair, Tiff Lynch, said the report that was published on Tuesday, also made "deeply troubling" findings on fragmented data, inconsistent investigative standards and a lack of urgency in addressing predatory behaviour in public spaces.
