The Deputy Commissioner of Police provides strategic leadership in support of the Commissioner of Police to ensure the effective management, direction, and oversight of the Royal Cayman Islands Police Service (RCIPS). The role is critical to advancing national security, enhancing public safety, and sustaining public trust across the Cayman Islands. The post holder is responsible for leading the development and execution of policing strategies, overseeing operational and organisational performance, and ensuring compliance with legal, ethical, and professional standards. The Deputy Commissioner also serves as the principal liaison with government entities, community stakeholders, and international partners, and assumes full command responsibilities in the absence of the Commissioner.
Education, Experience and Skills
The post holder must have:
a) Minimum of 20 years policing experience, with at least 5 years at a senior executive command level (Assistant Commissioner, Chief Superintendent)
b) A Master’s Degree in Criminal Justice, Law, Public Administration, Human Resource Management, Executive Police Leadership, or a related field.
c) Post Graduate Diploma in Law, Criminal Justice or a similar field.
d) Successfully completed the UK Strategic Command Course or equivalent
e) Certified as a Strategic Firearms Commander.
f) Certified as a Gold Commander.
g) Demonstrated leadership in high-risk operations, critical incident management, and strategic policing initiatives.
h) Proven track record of leading large-scale organisational change, including modernisation programmes, structural reform, and cultural transformation.
i) In-depth knowledge of contemporary policing practices, crime prevention, counterterrorism, serious and organised crime, and intelligence-led policing.
j) Strong understanding of national security frameworks, emergency response protocols, and international law enforcement collaboration.
k) Familiarity with constitutional, legal, and regulatory frameworks relevant to policing, including Police Law, Public Service Management Law, data protection, and human rights legislation.
l) Knowledge of public sector governance, ethics, and accountability in a small jurisdiction context.
m) Sound knowledge of budgeting, financial oversight, procurement regulations, and capital/resource planning in a public service or law enforcement environment.
n) Understanding of workforce planning, performance management systems, diversity and inclusion principles, and modern policing training and development practices.
o) Expertise in the development, implementation, and management of change programs, including the ability to lead transformational initiatives within a policing organization while maintaining operational effectiveness.

Remuneration and Benefits:
Salaries are offered without deductions. The Government provides an additional 12% pension contribution and health insurance for employees and their dependents. Benefits will be determined in accordance with the Police Act and Police Regulations, the Public Service Management Act and Personnel Regulations, the Public Service Pensions Law and the CINICO Health Plan. Pension and health benefits are non-contributory.
