Leadership commission proposes new rank of senior constable and scrapping of current exam system
The Police Leadership Commission, set up with the support of the Home Office, said it found many examples of outstanding police leadership, but overall that the system for identifying, developing and supporting leaders is too weak and fragmented to meet challenges ahead.
