Service Manager – Drive Project (Perpetrator Pilot Programme)
Hours: 37.5 hours per week

Travel: Extensive travel across is required. A full UK driving licence and access to a vehicle are essential.
Contract: 12 month Fixed Term with scope for extension

We are looking for an experienced and passionate Service Manager to lead the delivery of the Drive Project, an innovative programme that works with high-risk perpetrators of domestic abuse to reduce harm, improve victim safety and create lasting behaviour change.

About the Role
As Service Manager, you will provide operational, strategic and financial leadership for the local Drive service. You will oversee a team of Case Managers, ensuring the delivery of safe, effective and person-centred interventions with high-risk perpetrators of domestic abuse.
Working closely with the Drive Partnership, commissioners and local agencies, you will embed the Drive “Support–Disrupt” approach, strengthen multi-agency responses and contribute to the ongoing development of the programme.
You will also represent the service at local and national forums, champion best practice and help shape the future direction of domestic abuse services across the area.
Key Responsibilities
You will:
- Lead and manage the day-to-day delivery of the Drive service.
- Line manage, supervise and support Case Managers, ensuring high standards of practice and performance.
- Ensure robust risk assessment, case management and safeguarding procedures are consistently applied.
- Deliver high-quality case supervision and oversee appropriate clinical supervision arrangements.
- Champion the Drive “Support–Disrupt” model across all aspects of service delivery.
- Build and maintain strong partnerships with statutory and voluntary sector organisations.
- Coordinate and contribute to multi-agency arrangements, including MATAC (or equivalent) perpetrator panels, MARAC and IDVA services.
- Develop local protocols, referral pathways and collaborative working arrangements.
- Monitor service performance, quality and outcomes, ensuring accurate data recording and reporting.
- Produce reports for commissioners, funders, stakeholders and the Drive Central Team.
- Manage staff performance, professional development and appraisal processes.
- Support service reviews, continuous improvement and future funding opportunities.
- Ensure compliance with all relevant legislation, policies and governance requirements.
About You
You will be an experienced manager with a strong track record of leading frontline services supporting people with complex needs, ideally within domestic abuse, criminal justice or safeguarding settings.
Essential experience
You will have experience of:
- Managing teams working with high-risk perpetrators, offenders or vulnerable people.
- Working with perpetrators of domestic abuse to support behaviour change.
- Developing and maintaining effective multi-agency partnerships.
- Safeguarding adults and children, including applying relevant legislation and procedures.
- Chairing or representing services at MARAC or similar multi-agency forums.
- Delivering supervision, coaching and professional development to staff.
- Producing reports and presenting information to a range of audiences.
- Designing or delivering training and guidance.
Knowledge
You will have a strong understanding of:
- Domestic abuse, coercive and controlling behaviour and the impact on victims, children and families.
- Effective interventions with perpetrators of domestic abuse.
- Public protection, safeguarding and risk management.
- Multi-agency working, information sharing and partnership governance.
- The role of IDVA services and MARAC processes.
- Relevant legislation including data protection, equality, employment, health and safety and safeguarding.
