RSMS is seeking experienced consultants to deliver a defined package of law-enforcement data management, intelligence system optimisation, forensic capability development, and international liaison support across the UK Overseas Territories.
This is a specialist advisory engagement requiring the practitioner to have deep technical, operational, and governance expertise across multiple policing domains.
You will operate as an independent expert, responsible for planning, prioritising, and delivering outputs that strengthen intelligence systems, forensic capability, data standards, and evidence-based policing across several jurisdictions. The role demands autonomy, strategic judgement and the ability to manage complex stakeholder environments while producing high quality analytical, technical, and capability-building deliverables.
Key Consultancy Deliverables
· Lead optimisation, governance and development of OTRCIS (Overseas Territories Regional Criminal Intelligence System) across participating territories
· Coordinate system upgrades, user engagement, testing cycles, and working group activity.
· Produce structured performance assessments, analytical reports, and system usage insights.
· Support ballistic and firearms forensic intelligence capability (AFIS, NAFIS, IBIS) and regional forensic hubs.
· Support the development of ballistic forensic data exchange across the territories.
· Strengthen digital forensics capability and development of performance frameworks.
· Coordinate international liaison between OT Interpol sub-bureaus and UK/international authorities.
· Develop and harmonise crime recording standards, data governance frameworks, and VAWG-related data collection together with associated performance frameworks.
· Maintain strong relationships with senior policing stakeholders across multiple Territories.
· Produce reports, briefing papers, and performance assessments on all aspects of delivery as required.
The ideal candidate will be able to demonstrate many of the following competencies
Criminal Intelligence Systems
· Proven experience with OTRCIS or comparable national/regional intelligence systems.
· Ability to lead system optimisation, governance, and structured reporting.
Law Enforcement Data Governance
· Strong understanding of crime recording standards, HMICFRS-style performance frameworks and lawful data handling.
· Experience designing and implementing data governance models across multiple agencies.
Forensic Intelligence (Ballistics & Digital)
· Knowledge of ballistic intelligence systems and forensic data exchange processes.
· Experience supporting digital forensic units, accreditation cycles (UKAS/ISO17025), and capability development.
International Liaison
· Experience working with Interpol, international policing partners or cross-border intelligence environments.
· Ability to coordinate multi-jurisdiction engagement and manage complex international relationships.
Stakeholder Management
· Comfortable working with Commissioners of Police, senior leaders and regional hubs.
· Skilled at navigating multi-jurisdiction delivery environments with differing operational realities.
Ideal Background
· Senior policing or intelligence experience (DI/DS/SIO, intelligence manager, forensic intelligence lead, NCA, HMICFRS).
· Experience in government, policing, criminal intelligence and analytics, forensic capability or international law-enforcement programmes.
· Strong operational credibility and ability to work independently in complex environments.
