The Cayman Islands Government, Portfolio of the Civil Service on behalf of the Commissions Secretariat invites applications for the post of Investigator II.
The post-holder will investigate allegations of corruption in accordance with the Anti-Corruption Law (as amended from time to time). This is one of five posts within the Commissions Secretariat.
Responsibilities will include:
· Participate in anti-corruption investigations and operations, including determining investigative strategies, conducting searches, gathering information, intelligence, and evidence to support successful prosecutions.
· Conduct detailed interrogation of data from seized communication and technical/electronic devices.
· Conduct relevant analysis (financial or otherwise) of documentation, information, suspicious activity reports, or other evidence.
· Create and maintain operational records in compliance with legal and disclosure requirements.
· Conduct interviews with suspects, victims, whistle-blowers, witnesses, and other sources.
· Compile complex affidavits and supportive documents for applications for search warrants, and production, restraint, and confiscation orders.
· Prepare and present case files for submission to the Office of the Director of Public Prosecutions (including recommending charges).
· Assist with presentations of evidence in Court and participate in strategic updates with stakeholders.
Requirements include, but are not limited to:
· Completion of a minimum of 3 basic and 2 advanced trainings or certifications in relevant areas (e.g., Detective Training, Risk Assessment, Interview Techniques, etc.).
· A minimum of 10 years investigatory experience, with at least 7 years in serious, protracted, and complex crime-related inquiries.
· At least 3 years holding a designation of ‘Leading’ Investigating Officer.
· Demonstrable experience in preparing complex case files for submission to the Director of Public Prosecutions.
· Best practice case management techniques and the ability to maintain operational records in compliance with disclosure requirements and other relevant legislation such as Freedom of Information and Data Protection.
· Experience in presenting oral and written evidence in Court, succinctly explaining evidence gathering and financial investigation processes.
· Completion of a two-year police training program would be an asset.
The post-holder must have and maintain a clean police clearance certificate and will be subject to further background checks.
