The Royal Virgin Islands Police Force (RVIPF) seeks an exceptional leader for the role of Commissioner of Police on a three-year renewable contract. This critical position demands a highly strategic and experienced police leader who will provide executive leadership in policing operations, administration, and strategic direction for the Force. Reporting directly to the Governor of the Virgin Islands, the Commissioner will work in close collaboration with other key stakeholders to ensure the highest standards of policing excellence and public safety across the Territory.

The Royal Virgin Islands Police Force (RVIPF) seeks an exceptional leader for the role of Commissioner of Police on a

three-year renewable contract. This critical position demands a highly strategic and experienced police leader who

will provide executive leadership in policing operations, administration, and strategic direction for the Force.

Reporting directly to the Governor of the Virgin Islands, the Commissioner will work in close collaboration with other

key stakeholders to ensure the highest standards of policing excellence and public safety across the Territory. The

successful candidate will be expected to foster public confidence in the RVIPF, deliver transformational change within a

complex organisation, and lead and implement strategic improvements that enhance operational effectiveness and

organisational performance. They will also be responsible for promoting a culture of accountability, innovation, and

continuous improvement throughout the Force.

The appointment of the Commissioner of Police will be made in accordance with Section 97(1) of the Virgin Islands

Constitution Order, 2007, which states:

“Power to make appointments to offices in the Police Force and to remove and to exercise disciplinary control over

persons holding or acting in such offices shall vest in the Governor, acting in accordance with the advice of the Police

Service Commission.”

Upon appointment, the Office of the Deputy Governor will provide direct support to the Commissioner of Police in

carrying out their duties effectively.

SALARY

Salary: $104,727.00 – $178,035.00 per annum

Allowances: Includes the following allowances: Housing, Entertainment, Telecommunication, Travel, National Security

provided.

DUTIES

Strategic Duties:

  • Delivering transformational change within a complex organisation  to lead and implement strategic

improvements based on the recent His Majesty’s Inspectorate of Constabulary and Fire & Rescue Services

  • inspection of the RVIPF. This will enhance the RVIPF’s performance and capability while addressing the evolving

needs and expectations of the community, the Government, and all stakeholders within the Territory. The

inspection report outlines a 10-year roadmap for the RVIPF to follow in strengthening the Territory’s security.

  • Leading the strategic policing mandate of the Virgin Islands, including key areas such as Maritime (Border)

Security, Port Security, and Financial Crime.

  • Advising the Governor on strategic policing operations.
  • Collaborating with external agencies to foster strong, cooperative relationships with key partners in the

criminal justice system, including the courts, correctional facilities, and social services, to ensure effective and

coordinated responses to crime and public safety challenges.

  • Aligning law enforcement activities with legal processes in the courts by overseeing the timely and accurate

submission of evidence, witness testimonies, and other essential materials required for court proceedings.

  • Serving as a member of the Criminal Justice Advisory Group (CJAG and actively participate in shaping criminal

justice policies, providing expert insight on law enforcement operations and strategies.

  • Overseeing the implementation of a 10-year strategic roadmap to enhance security, modernise policing, and

improve public trust.

  • Implement a policing plan focused on reducing crime and improving public safety in the Virgin Islands.
  • Developing a strategic plan, annual work plan, and Annual Report with achievable objectives.
  • Defining standards of operational delivery and a Code of Ethics for the Force.
  • Creating and implementing a human resources succession plan at all levels of the Force.
  • Developing and implementing essential legislative updates in collaboration with the Attorney General and

Director of Public Prosecutions (e.g., proceeds of crime, data protection, cybercrime, police powers, and

sexual offences).

  • Implementing an intelligence-led approach to investigations and community policing, enhancing the capability

to target serious organised crime.

  • Serving on the National Security Council as a security advisor, ensuring the protection of the Territory.
  • Leading organisational modernisation by implementing projects aligned with the Force’s goals and objectives.
  • Attending the Association of Caribbean Commissioners of Police (ACCP) Conference and the Caribbean

Commissioners of Police Overseas Territory Conference to enhance regional security collaboration.

Administrative Duties:

  • Overseeing the efficient administration of the RVIPF, ensuring compliance with legal requirements, government

policies, and policing standards.

  • Establishing and maintaining effective Human Resources Management systems to support efficient service

delivery.

  • Preparing, amending, and publishing Force Policy and Standing Orders to ensure the effective administration of

the Force.

  • Maintaining an ethical, fair, and transparent complaints system for public concerns against police officers.
  • Supporting training and professional development for all personnel.
  • Implement programmes that promote employee welfare and safety.
  • Assisting the Police Service Commission in matters related to appointments and discipline.
  • Acting as the Accounting Officer, responsible for monitoring and ensuring the proper expenditure of all public

funds allocated to the RVIPF.

Operational Duties:

  • Implementing a policing plan aimed at reducing crime and enhancing public safety.
  • Leading the development and implementation of a community policing model to foster public trust.
  • Embedding problem-solving approaches in all operational activities, encouraging collaboration with other
  • government agencies.
  • Promoting community engagement and responding effectively to concerns raised by the public.
  • Ensuring that core policing functions remain the primary focus of service delivery.
  • Overseeing the adaptation of policing strategies to meet the changing needs and expectations of the

community, government, and all stakeholders within the Territory.

  • Performing any other duties necessary to ensure the effective and efficient functioning of the Force.

  • Expert experience in financial management, ensuring efficient budget oversight, value for money, and

transparency in financial decision-making.

Essential Experience:

  1. Senior Leadership & Operational Command Experience:
    • 10+ years of law enforcement experience at a senior management level.
    • At least 2 years at Superintendent level or equivalent (experience as an Assistant Commissioner, Deputy

Commissioner, or equivalent is desirable).

    • Extensive experience in leading major operational commands, crime investigations, and public safety

initiatives.

  1. Transformational Change & Strategic Development:
    • Proven track record in leading transformational change in a complex law enforcement environment.
    • Experience implementing strategic reforms following independent policing inspections or government

reviews.

    • Ability to deliver change in a challenging financial climate, ensuring effective budget management and

resource allocation.

  1. Community Engagement & Stakeholder Management:
    • Demonstrated ability to engage with the community and establish multi-agency partnerships at local

and national levels.

    • Deep understanding of political, social, and economic factors affecting policing and public safety.
  1. Crime & Security Strategy Expertise:
    • Strong understanding of emerging crime threats, cybersecurity, and intelligence-led policing.
    • Experience in border security, counterterrorism, financial crime, and organised crime investigations.

Leadership & Command Experience:

  • Senior Investigating Officer (SIO) or equivalent.
  • College of Policing Strategic Firearms Commander (SFC) or Senior Investigating Officer (SIO PIP3) or equivalent.
  • Public Order Safety Commander/Senior Executive Public Safety Officer/Strategic-Tactical-Operational Command

or equivalent.

APPLICATION

SELECTION PROCESS

To ensure the appointment of a highly competent and capable leader, shortlisted candidates will undergo a

comprehensive assessment process. This will include interviews, practical exercises, and other relevant evaluations. The

selected candidate will also be subject to a thorough vetting process.

These assessments are designed to identify individuals with the leadership qualities, operational expertise, and strategic

vision required to effectively lead the Royal Virgin Islands Police Force (RVIPF).

INTERVIEW & APPOINTMENT

Successful shortlisted candidates should expect to participate in initial interviews via electronic means.

QUALIFICATIONS

Academic Qualifications:

  • Master’s Degree (MA/MSc) in Policing & Criminology, Criminal Justice, Law, or a related field (preferred) with
  • 5 years of law enforcement in a senior management position at the level of Superintendent or equivalent, OR
  • Bachelor’s Degree (BA/BSc) in Policing, Criminal Justice, Law, or equivalent with 10 years of law enforcement
  • experience in a senior management position.

Police Command Training:

  • Police Leadership Programme – Stage 5 (Executive Leaders) or equivalent.
  • College of Policing Strategic Management of Complex Cases (PIP4) or equivalent.
  • Multi-Agency Gold Incident Command training and operational experience of Gold Commander roles.

Candidates will be available for selection if they are able to present equivalent qualifications and experience under

Additional Desirable Experience:

  • Marine Policing Experience: Demonstrated leadership in marine policing operations, including the
  • enforcement of maritime laws, security in territorial waters, and port security operations.
  • Port Policing Experience: Significant experience in overseeing port security operations, ensuring safety and
  • compliance within key international and regional ports of entry.
  • Financial Crime Experience: Proven background in leading and managing financial crime investigations, including money laundering, fraud, and other financial criminal activities.
